Chairman of the committee of recruitment of the State already has a substitute – the Public.en



Margarida Proença, current member of the permanent Commission of Recruitment and Selection for Public Administration (Cresap), will replace the president, João Bilhim, who will retire on October 12. The change will be, however, transient, since the Government will have to appoint formally a substitute.

The decision was taken on Tuesday, at a meeting between the three members of the permanent committee that chooses the senior staff of the State and its president. Margarida Proença, who was a full professor and vice-chancellor of the University of Minho, will be the substitute statutory Bilhim, that will be barred from exercising functions as of next week, as the PUBLIC reported on Tuesday.

The head of Cresap, a commission established in 2012 by the previous Government of Pedro Passos Coelho and Paulo Portas, could only continue in office if he were given an order by the Ministry of Finance to invoke the public interest in its permanence. The Government already knows of the retirement of Bilhim since April, but the order has never been issued.

THE PUBLIC questioned the Ministry of Finance on Sunday about the vagueness in Cresap, but received no reply. The questions were sent again on Tuesday, but they were not given even explanations.

The university teachers, as is the case of João Bilhim (he is a teacher at the Higher Institute of Social and Political Sciences), are governed by the Status of Retirement. In the standard controls, it is expected that retirees may not engage in gainful employment for any of the services of the central administration, regional and local administration, public enterprises, public entities, corporate or other legal persons, not to be that, "for reasons of public interest exceptional", are authorized by the minister of Finance (leaving receive the pension and getting on with the maturity of the position).

The output of João Bilhim can still jeopardise the functioning of the own Cresap, despite having been chosen for a substitute to legal. The three members of the permanent ended the mandate in May and still is not guaranteed that accept continue, being sure that the commission can not function with less than three vowels, permanent.
