Measure is addressed to parents and grandparents of children under twelve years who have employment contract in public functions, and who want to start receiving 60% of salary. It has been published and comes into force in 30 days.

The parents and grandparents of children up to twelve years working in the state with an employment contract in public functions will be able to ask from September to work half the time, receiving 60% of salary.

The amendment to the General Law on Public Functions adopted by the majority in the birth package of measures has already been published in Diário da Republic and shall enter into force within 30 days.

A half-day is the provision of work in half the normal period and involves the payment of 60% of salary. It is addressed to state employees who have 55 years or older at the time that is required in the mode of half-day and have grandchildren under the age of twelve years; can also be requested by workers who have children under twelve years of age or regardless of age, chronic illness or disability.

it must be requested in writing and can not last less than one year. The authorization is up to the “superior” that can reject the request from justifying “clearly and in writing the reasons” for the refusal.

As explained to the Business lawyers and representatives of the majority during the discussion the specialty of this proposal, the new half-day, which is introduced in the General Labour Law on Civil Servants, does not apply to workers who have individual employment contract, which are governed by the Labour Code.

Who has individual contract, as often happens in public companies and regulators, is subject to the Labour Code of the regime, which for half the time only provides for payment of 50%.
