A minister with few answers – publico

It’s been four years since this Government walks around with the statutes of the PSP and GNR. The process began with Miguel Macedo and after the golden scandal seen the dossier went to Anabela Rodrigues. He was noticed early on that the folders in passing did not go well, and this was demonstrated when the new minister was a parliamentary committee said there was no time before the end of the legislature to push through amendments to the organic laws of PSP and GNR. This after Miguel Macedo have assured several times that these laws would already be ready. Through yet seen the resignation of Secretary of State Fernando Alexandre (brought to Government by Macedo), for alleged incompatibility with Anabela Rodrigues.

After countless meetings, protests, of resignations and threats of demonstrations in the campaign period, there finally the Council of Ministers approved the new Staff Regulations with police functions of the PSP. The final document responds to virtually all claims of trade unions (working hours, salary review, automatic change to the pre-retirement, etc.). The unions, who were from the beginning of the week in a kind of zeal strike and strike the fines, maybe will now cancel the protest actions. It may not want nothing to the Government, in pre-campaign times, have the police on the street to protest. Yet everyone will remember May 2014, when almost 20,000 demonstrated in front of Parliament, guarded by 400 policemen, and some invaded the staircase.

It was a well realize why it is that the minister Also not approved the review of the status of the military of the GNR, who was also a promise of this government. It merely approve the law that clarifies the reserves and reform of the military of the GNR, harmonizing it with the rules of armed forces personnel.

When asked by journalists about why not to approve the statutes of the GNR, the most you could say, in the middle of several confrangedores silences, was that “the legislative process is not able to finish. It is a fact. ” After more insistence, he said only that “during the legislative process, difficulties arose that could not be overcome.” Which are? Did not say. They are incurable? Did not say. Can not be solved in a month? I did not.

President of the minister had to fill the void of Anabela Rodrigues embarrassing to explain that the GNR, being a military force, his statutes also interested in the armed forces. Without officially saying in practice Marques Guedes confirmed the news they were aware of alleged pressure from the generals of the armed forces. The minister, who was already perceived to be too weak politically, had no force or ingenuity to overcome this war between army officers and GNR for the occupation of senior management posts. And pass the buck to whoever comes next.
