Parliament returns to approve decree on private copying – Journal News

The PSD voted for the CDS-PP also voted in favor, except for MPs Michel Sheufert, João Rebelo and Abel Baptista, who voted against. The PCP, Left Block and the Ecologist Green Party voted against. In PS, 16 deputies voted against and 49 abstained.

The president, who had vetoed in March the ordinance on private copying under the copyright code, will now have to enact the ordinance within eight days of receipt.

In the policy interventions leading to vote, Mrs Ana Sofia Bettencourt, the PSD said that an amendment the ordinance already after the presidential veto was introduced: a table that sets the fees to be charged should be revised every two years, to keep up with market changes.

The ordinance 320 / XII is part of a legislative package on copyright and related rights, approved by the parliamentary majority in February. This legislative package, the president vetoed in late March, the document with regard to private copying by law.

At issue is the existence of a fee to offset the authors (so-called . “fair compensation”) for each copy for private use that each user or consumer to make a work (an album or a movie, for example) using certain media

The legislation provides for a fee – that It is updated from the previous legislation – ranging between 0.05 cents and 20 euro to be applied in equipment such as MP3 players, external hard drives, mobile phones, CDs, printers, memory cards and storage media (‘pen ‘).
