“The state already for this year 2015 reserved an amount of up to EUR 35 million of social support for the entire country, where not only those who live in metropolitan areas of Lisbon and Oporto, as hitherto, but all will be able to have discounts in transport, depending on the household income, “said the official, considering the democratization of access to transport is one of the main measures of the New Legal Regime of the Public Passenger Transport Service.
On the day that the new regime was published in the Official Gazette, Sérgio Monteiro explained that “the challenge is now on the side of the chambers,” which are able to manage transport system in its territory, competence which was reserved to the State.

The Social Pass + is aimed at households that are proven to receive income reduced, allowing them to benefit from a subsidized value in the acquisition of tickets.

The new scheme for public passenger transport shall enter into force in early August, with new forms of financing, such as creating rates by municipalities and revenues from parking and advertising.
The diploma qualification that when it concerns public service passenger transport “citywide”, those fees are payable by the passenger public service operators to the municipality, which is replaced by status of competent transport authority.
The State delegates so part or all of its powers other entities, particularly in inter-communities, metropolitan areas and municipalities, exercising powers transport authority by the Government member responsible for transport.
“Municipalities are competent transport authorities and public services of municipal passenger transportation,” reads the document.
Municipalities may associate to jointly pursue part or all of the responsibilities for public transport services of municipal passenger or delegate those powers in intercity or communities in metropolitan areas, predicting the extinction of Metropolitan Transport Authorities (AMT) from Lisbon and Porto.
